With Illinois Supreme Court justices looking on, Gov. Patrick J. Quinn signed legislation Thursday that will set up a veterans’ legal hotline and make Illinois the second state in the nation to offer court-based legal counsel in some civil cases.
The measure, pushed by the high court, is funded by a new $10 filing charge in civil cases — a requirement that turned off some members of the legislature — and goes into effect immediately.
